Why Your Transaction Monitoring Alerts Close Differently Depending on Who Reviews Them

The examination risk in AML isn’t your false positive rate. It’s whether your analysts are applying consistent reasoning when they close alerts, and whether that reasoning traces back to your written policy.

Banks and credit unions close enormous volumes of transaction monitoring alerts every year. The majority turn out to be false positives. That ratio is expected and, by itself, defensible. What becomes a problem during examination is something different: whether the analysts making those disposition decisions are applying the same reasoning, in a way that traces back to written policy, across every reviewer on your team.

An examiner pulling a sample of closed alerts is doing something specific. They are not looking for a particular outcome. They are looking for patterns in how your team thinks. When two analysts facing the same alert profile reach different conclusions — one documents a minimal narrative and closes it, the other escalates for review — that inconsistency signals something about how your BSA knowledge is structured. Or isn’t.

This is distinct from the SAR filing question. An institution can have a defensible SAR program and still have real inconsistency in alert disposition, because the two functions rely on different analyst judgment calls at different points in the workflow. Examiners look at both, and they use both to form a picture of your program’s overall reliability.

A closed alert review tests three things that are genuinely distinct from each other: whether your monitoring system is calibrated correctly, whether your analysts are applying your written procedures consistently, and whether the reasoning behind individual dispositions holds up when someone outside your institution reconstructs it. Most institutions prepare for the first test. Fewer are consistently ready for the second and third.

Why experienced and newer analysts close the same alert differently

A BSA analyst with ten years at your institution carries context that is not written down anywhere. They know which customer segments your monitoring thresholds were tuned to catch. They understand which transaction patterns your institution has historically treated as elevated risk. They have absorbed, over years of informal guidance and committee discussions, how your institution interprets the ambiguous middle ground that written procedures address only in general terms.

A newer analyst has your written procedures. Those procedures are accurate as far as they go. But the interpretive layer that makes your experienced analysts consistent with each other — the institutional reasoning behind why certain alerts get closed a certain way — was never formalized. It lives in tenure and proximity to the people who built the program.

The result is not that newer analysts are wrong. Often their dispositions are defensible under a plain reading of the policy. The problem is that they are applying the policy differently from the way your most experienced staff applies it. Put those closed alerts side by side and the inconsistency is visible.

What your alert narrative actually captures

Alert narratives document conclusions. They were built to record what the analyst decided, not how they got there. Which policy language was applied, what comparable prior cases the analyst treated as analogous, how they weighed conflicting signals — none of that is systematically captured in a narrative field.

This matters because the examiner reviewing your closed alerts is not just verifying that a narrative exists. They are trying to reconstruct the reasoning that produced it. When that reasoning is consistent with your written procedures, the narrative serves its purpose. When the reasoning was intuitive — drawn from experience rather than documented policy — the narrative documents an outcome that the examiner cannot fully evaluate.

The distinction that matters

Your transaction monitoring system records what your analysts decided. Your policy library records your written procedures. Neither one captures the institutional interpretive layer that makes experienced analysts consistent with each other. That layer is what an examiner is trying to test when they pull a sample of closed alerts. When it lives only in the heads of your most tenured staff, it is not available to everyone who needs it.

The tuning rationale problem

Transaction monitoring tuning decisions accumulate years of regulatory dialogue, internal analysis, and hard-won institutional judgment. The threshold changes your institution made after the last examination. The rule modifications that reflected your customer base. The rationale for why certain business types or account profiles are monitored under different parameters than others.

That rationale is almost never in one place. It lives across exam workpapers, compliance committee minutes, email threads from the last model validation, and the memory of whoever led the tuning discussion three years ago. When that person leaves — and BSA has real turnover — the institutional justification for your current monitoring configuration becomes harder to reconstruct and harder to defend.

When an examiner asks why your institution monitors a particular customer segment the way it does, the answer should come from documentation. If it comes instead from whoever happens to remember the conversation, that is itself an examination finding waiting to happen.

Your analysts are probably already using AI tools to research alert patterns and draft SAR narratives. The issue is whether those tools are working from your institution’s specific monitoring logic and policy interpretations, or from general AML training data. Those are different knowledge bases. They produce different reasoning, and examiners can tell the difference.

What consistent alert disposition looks like

The institutions with the most consistent alert programs share a structural characteristic: the knowledge that shapes disposition decisions is in the same place as the written procedures.
